'When we think of... dependency ... , we neglect the student preparing for a socially useful occupation, the mother caring for children, the aged who have eamed retirement, the workers who are forced out of the labor force by technological change ... [Instead] our attention is rigidly fixed on those who should be working and are not,' and whose dependency therefore would seem or betray a flaw in character (Rein, cited by Goodin 1988, 354).
