In a sense, of course, a kind of unexamined but influential 'geopolitics' (if not political geography) did live on: in the practices of foreign-policy elites in the United States and around the world. The exception who helps to prove the rule was Jean Gottmann, a French-trained geographer of Ukrainian-Jewish background. At the time, however, his work had little if any influence in the English-speaking world. His brilliantly perceptive 1952 book, La politique des Etats et leur geographie, is based on a model of state development that Gottmann was to develop throughout his later career.

In this case it is the socio-political group (and its expression in distinctive institutions) rather than a state as such that is usually the object of affection, meaning, and belonging. g. Young, 1990). The main target of both the statist and communitarian perspectives down the years has been the liberal one. In this understanding, the political should never be about control or identity but rather about procedures for discussion and compromise between the distinctive interests of different individual persons and the factions in which they coalesce.

The example of stamps issued by the Armenian enclave of Nagorno-Karabagh in the Caucacus Mountains of Azerbaijan is used as an illustration of the vitality of the idea of statehood in a global context where it is still highly valued. The strangeness of the two cases suggests, however, that when statehood can be so easily expected or implicitly recognized (if questionably realized), it must differ from the statehood exercised by Great Powers or successful welfare states. Of course, geographical variability in the relative powers of states both within and outside their boundaries has long been a feature of the world political map.
